THE PROPOSED SALES TAX
40% of the revenue generated by a sales tax in Linn County comes from nonresidents and tourism. This is the source of funding that citizens on the committee and in public hearings indicated that they would prefer. By implementing a 1 cent sales tax, Linn County can proceed with all parts of the proposed government facilities improvement program which is the most cost effective way to accomplish the needed new construction and renovations. Once the construction bonds have been paid off the sales tax will be reduced to a ¼ cent tax to pay for continued Law Enforcement operations.
Why is it more cost effective to do all of the projects now? Construction costs have risen far more than the cost of inflation or interest rates in recent years. Also, construction bids are lower when several projects are occurring simultaneously because general conditions such as bringing construction equipment to the site, temporary utilities, demolition and site preparation, etc. can be coordinated and combined.
